The shop at the base of Russell-Fields Pier lets you use their ‘beach roving’ wheelchairs. They have fat balloon tires that make it fairly easy to be pushed in the sand. We got one last year and it was free! They just required us to leave a driver’s license as a deposit and they are open 24 hours/day.- Kevin M.
